Introduction:
United Pacific College committed to safeguarding the health, safety, and well-being of its
community. This Critical Incident and Crisis Management Policy will outline the processes and
responsibilities necessary to ensure a coordinated and effective response to any critical
incident. This policy applies to students, staff, and visitors of the College while on the UPC
campus or at a sponsored event.
 
The types of incidents this policy addresses include, but are not limited to:
 Fire emergencies
 Earthquakes
 Severe weather
 Medical emergencies
 Violent or threatening situations
 Cybersecurity incidents
 
Part 1 – Reporting a Critical Incident
Report a critical incident to any United Pacific College Staff member, who will then inform the
Crisis Management Team and call emergency services.
If in a situation where no staff members are available, call 911 immediately to report the
emergency. See below for further information about available emergency services.
To report a critical incident that does not involve immediate harm or damage to persons or
property, call United Pacific College Reception at 604-736-2378 or e-mail at
info.upccollege@gmail.com.
 
Part 2 – Emergency Contacts
a. Fire, Police, and Ambulance Services: 911
 Available 24/7 across Canada.
 Free to call from any phone, including mobile phones and payphones.
 Provide your location and nature of the emergency when calling.
 
b. Poison Control Centre:
 Call 1-800-567-8911 or 604-682-5050
 24/7 assistance for poisoning or overdose concern. (Telephone interpreting in
over 150 languages available)
 
c. Suicide Crisis Helpline (24/7)
 Call or text 9-8-8
 
Part 3 – Crisis Response Team
The United Pacific College Crisis Response Team is made up of the UPC staff members listed
below. They are responsible for leading the response to an emergency and ensuring
appropriate actions are taken to mitigate the impact. This team includes members of UPC’s
senior leadership and key operational staff. Their roles and responsibilities are outlined below.
Director and Program Manager – Responsible for supervising crisis and incident response
throughout the emergency and ensuring all college staff are accounted for and in a safe
situation.
 
Senior Educational Administrator – Responsible for ensuring all students are accounted for, in
a safe situation within the college, or evacuated to a safe assembly point, when necessary.
Lead Instructor – Responsible for supervising students and assisting with their evacuation or
movement to a safe situation under the direction of the Senior Educational Administrator, and
in coordination with the Program Leader and any course instructors on-campus at the time of
the incident.
 
Office Administrator – Responsible for ensuring that all instructors and senior staff are
provided with lists of students on campus on the day of the incident and for meeting
emergency services personnel and guiding them to the United Pacific College unit within the
building where the college is situated.
 
Part 4 – Crisis Management Process
1. The Director is notified of a crisis or emergency situation.
2. The Director reviews the situation and determines the severity and next steps to
address the crisis.
3. CRT members are called to help manage the crisis in their various roles.
4. Under the supervision of the Director, appropriate emergency services are called if this
has not been done already, and necessary safety protocols will be implemented,
including evacuation, lockdown, or shelter-in-place procedures.
5. Upon the conclusion of the emergency, the Director will ensure that the incident has
been entirely and properly resolved and determine whether normal college operations
can resume.
6. The Senior Educational Administrator then ensures a smooth transition back to normal
College operations, with special attention to addressing any student concerns about the
incident.
7. Within two business days, the Director will chair a meeting of the CRT to review causes,
resolution and adequacy of response to the critical incident.
